PROBLEM TO BE SOLVED: To form a compact apparatus, eliminate the need of a cutting means for excessive film, and reduce the excessive film. SOLUTION: A sealing device 17 and a film thrusting device 20 are disposed to be opposed to each other, and strip films for supply and backup are positioned therebetween. The strip film 8b for supply is cut by a second cutter device 12 so as to cross a predetermined position thereof in a lateral direction. Then, the strip film 8b is conveyed by a predetermined distance. Then, the strip film is held by a second film holding device 16. The strip film 8a for backup is fixed by a first film holding device 13. In this state, when both the strip films are thrusted between sealers 17a and 17b by a thrusting plate 24, distal ends of the strip films are opposed to sucking devices 18 and 19 attached to the sealers and sucked and held.
