PURPOSE: A fluid transfer device and a fluid transfer method including same are provided to safely transfer fluid from a seabed production facility regardless sea weather conditions by substituting the existing fluid transfer method through a riser. CONSTITUTION: A fluid transfer device (100) comprises a fluid transfer module (120), a guide unit (130), and a control unit. The fluid transfer module includes a fluid tank (122) and a buoyancy generation unit and comes and goes between a plant (101) and a floating body (110) by controlling the buoyancy with the buoyancy generation unit. The buoyancy generation unit includes a ballast tank (124) and a pump. The pump pumps water to the inside of the ballast tank or drains the water from the outside of the ballast tank.
