PROBLEM TO BE SOLVED: To facilitate switching of access restriction to a Web site. SOLUTION: When a request of access to a Web site is received from a terminal, a router device determines whether or not a removable auxiliary storage device is mounted which stores a filtering rule for the restriction of access to the Web site. If the auxiliary storage device for storing the filtering rule is mounted, whether or not the requested Web site can be accessed is determined by referring to the filtering rule stored in the auxiliary storage device. If the auxiliary storage device for storing the filtering rule is not mounted, whether or not the Web site can be accessed is determined in accordance with a filtering rule which is set for default, and on the basis of the determination result, access control is performed.
