PURPOSE: A video information decoding method, a video decoding method, and a device using the same are provided to express the extraction and scalability information within the hierarchical bitstream. CONSTITUTION: A parsing unit receives a network abstraction layer (NAL) unit including the information related to encoded image (501). The parsing unit parses an NAL unit header of the NAL unit (502). The NAL unit header does not include single bit flag information which indicates whether the NAL unit is a non-reference picture or a reference picture in the whole bitstream while encoding. The NAL unit header comprises the layer distinguishing information for distinguishing a scalable layer in the bitstream supporting the scalable layer.
