PURPOSE: A system for controlling air conditioners and a method thereof are provided to easily manage a plurality of spots forming a network as the billing information and statistics thereof are calculated by spots based on the power use information in which is collected by each spot. CONSTITUTION: A system for controlling air conditioners comprises power meters, a spot controller (100), and a central server (200). The power meters measures each electric power consumption amount relative to an air conditioner, a lighting device, and an electric device installed at one spot. The spot controller is connected to the power meters and collects/manages the power amount information relative to the spot. The central server is connected to the spot controller, stores the power amount information by spots received from the spot controller, calculates power rates relative to each spot, calculating statistical data relative to the power amount information by spots and the power rates according to the same, and transmits to the spot controller.
