PURPOSE: A slightly acidic hypochlorous acid water manufacturing apparatus and a manufacturing method are provided to massively produce hypochlorous acid water with high quality by structurally forming a small cluster of water, and producing the hypochlorous acid water by mixing diluted hydrochloric acid and raw water. CONSTITUTION: A slightly acidic hypochlorous acid water manufacturing apparatus comprises an electrolyzer(10), a hydrochloric acid feed port(20), a water supplying port(30), and a dilution bath(40). The electrolyzer comprises first and second rooms(10a,10b) arranged by left and right end electrode plates(11) formed by the same polarity and a central electrode plate(12) having different polarity. The hydrochloric acid feed port supplies hydrochloric acid of fixed quantity to the first room of the electrolyzer. The water supplying port supplies raw water to the second room of the electrolyzer. The dilution bath mixes a solution from the first and second rooms of the electrolyzer to discharge. The left and right end electrode plates are formed with cathodes, and the central electrode plate is formed with anodes.
