PURPOSE: A silicon-based negative active material uses a silicon-based material as a negative active material and improves initial charging and discharging efficiency. CONSTITUTION: A silicon-based negative active material includes a silicon phase; SiOx (O<x<2) phase; and a silicon dioxide phase. A secondary battery includes a positive electrode including a positive active material, a negative electrode including a negative active material, and a separator. The negative active material includes the silicon-based negative active material. A manufacturing method of a silicon-based negative active material comprises a step of dissolving an alkali-based hydroxide in a polar solvent and mixing the solution with SiOx; and a step of an evaporating the polar solvent from the mixture and heat-treating the mixture.
