PROBLEM TO BE SOLVED: To provide a base material for an electrophoretic display device capable of reliably bonding partition walls on one substrate and the other substrate together, and further to provide a manufacturing method therefor, the electrophoretic display device and a manufacturing method therefor.SOLUTION: A base material 21 for an electrophoretic display device comprises: a base material 16; partition walls 5 that are provided on one surface of the base material 16 and have openings at a side opposite to the one surface; an electrophoretic dispersion liquid 13 that is filled inside cells 10 partitioned by the partition walls 5 on the base material 16 and contains a dispersion medium 12 and charged particles 11; and a membrane filter 6 that is provided so as to cover the openings of the partition walls 5 and has holes 6a through which the electrophoretic dispersion liquid 13 can pass.
