PROBLEM TO BE SOLVED: To provide an image processing apparatus, an image forming apparatus, and an image processing method capable of automatically calculating and adjusting optimal densities in a latent image part and a background part.SOLUTION: An image forming apparatus calculates densities in a latent image part and a background part after adjustment by using two relational expressions representing a correlation between density of an image in which a pixel having the maximum gradation value exists in isolation and density of an image in which a plurality of pixels having the maximum gradation value exist in a group. The image forming apparatus calculates gradation value at which the calculated densities become the same, and performs gradation correction processing to the latent image part and the background part to have the calculated gradation value.
