PROBLEM TO BE SOLVED: To easily obtain a surface effect intended by a user.SOLUTION: For each piece of recording medium information corresponding to a surface condition of a recording medium, a surface effect selection table on which surface effects in a single category and having different types are registered is stored in a first storage unit. The recording medium information and each evaluation based on a perception result of a user to the different types of surface effects are associated with each other, and stored in a second storage unit. Replacement of surface effects having different types on the surface effect selection table corresponding to the recording medium information stored in the first storage unit is performed on the basis of each evaluation that is associated with the recording medium information corresponding to the recording medium that is an output object of image data, and stored in the second storage unit. The image data is created and output on the basis of one of the surface effects having different types replaced by a replacement unit and selected from the surface effect selection table, and glossiness control plate data that specifies the type of a surface effect to the recording medium and an area of the recording medium to which the surface effect is applied.
