Bid information reception means 92 receives bid information from each power transmission system, and selling destination determination means 93 determines the selling destination of surplus power on the basis of the bid information. Auction system side power reception means 95 receives power transmitted by a surplus power supply system side power transmission means 84 as surplus power.
