PROBLEM TO BE SOLVED: To provide a technique for shortening the time required from requesting data distribution to starting reproduction in a server-client system.SOLUTION: A connection unit 112 is connected to a client device via a network. A service providing unit provides reception and distribution services of digital broadcasting according to a service provision request from the client device. A client information storage unit 116 stores information associated with the client device that is connected with the connection unit 112. When a service provision request is issued from a second client device while the service provision unit is providing an exclusive service to a first client device, a client information providing unit 110 at least provides information of one of the client devices to another client device. An arbitration unit 114 makes the second client device select whether to stop the service to the first client device so as to start providing the service to the second client.
