PROBLEM TO BE SOLVED: To enable a listener to distinguish voice corresponding to a desired voice source with a natural action.SOLUTION: A voice processing device 1 controls the output of voice signals respectively corresponding to virtual voice sources 21-25 virtually arranged in the circumference of a listener 10. A state determination unit 3 determines whether the movement of a listener direction D indicating the direction of the listener 10 becomes a static state or not. An output control unit 4 performs control to allow the volume of a voice signal corresponding to a virtual voice source included in a listening range 30 where the listener direction D is set to be a center when viewed from the listener 10 to be relatively larger than the volumes of voice signals corresponding to virtual voice sources that are not included in the listening range 30. The output control unit 4 reduces the listening range 30 when it is determined that the movement becomes the static state.
