PURPOSE: A production method of a water permeable paving material is provided to offer excellent water permeability and high compressive strength by using fly ash, waste concrete fine powder, recycled sand, silica sand, aggregate, alkali metal hydroxide, and a sodium silicate compound. CONSTITUTION: A production method of a water permeable paving material comprises the following steps: mixing 15.0-17.0 wt% of 118-800 mesh fly ash, 1.5-2.5 wt% of mixture containing waste concrete fine powder and recycled sand, 67.0-72.5 wt% of silica sand and aggregate, 1.5-2.0 wt% of alkali metal hydroxide, 2.25-3.00 wt% of sodium silicate compound, and 7.0-8.5 wt% of clear water; and paving the mixture in the field or molding the mixture in a mold, and heating the mixture at 40-120°C for 3-12 hours for curing. The paving material has a porosity greater than 22.0 vol%, and the water permeability greater than 5×10^-1 cm/s.
