PROBLEM TO BE SOLVED: To provide a heat loss coefficient estimation device capable of minimizing troublesome data input and estimating a Q value with high accuracy.SOLUTION: A heat loss coefficient estimation part 33 estimates a Q value using: measuring room measurement data 24 obtained by measuring each temperature of multiple rooms; building outside measurement data 26 obtained by measuring the temperature outside a building; room information 25 including information about the rooms; and a predetermined heat transfer model. The heat loss coefficient estimation part 33 obtains an average temperature of the whole building and also an average temperature of the rooms contacting the outside on the basis of each data, and then calculates the Q value in accordance with the heat transfer model for allowing these two average temperatures to have a specific relation. The temperature of the whole building is averaged by weighting corresponding to each area of the rooms, and each temperature of the rooms contacting the outside is averaged by weighting corresponding to each thermal insulation performance of the rooms.
