PURPOSE: An electronic control device for vehicles is provided to exchange data between an embedded memory and an additional memory so that the diagnosis is possible even if it is connected to an arbitrary electronic control unit without specializing a diagnostic device according to electronic control devices. CONSTITUTION: An electronic control device (100) for vehicles comprises a read-only first memory (123), a second memory (124), and a control unit (122). The read-only first memory stores a control program. The second memory successively arranges a part of data stored in an arbitrary address among the control programs in which are stored in the first memory and stores the same so that the copy of the stored data is possible. The control unit controls the data stored in the first memory to be copied to the second memory and renews the data of the first memory corresponding to the data in which the change is generated.
