PROBLEM TO BE SOLVED: To drastically enhance adhesiveness of a concrete foundation and a mortar layer to a foundation thermal insulation material functioning as a permanent form.SOLUTION: A styrene foam molding (EPS) uses beads as a material for a foundation thermal insulation material 2, and the front and back surfaces thereof are constituted of a skin layer 16 which has been closely attached on a metal mold. An adhesive auxiliary layer 17 coated with an aqueous emulsion of EVA-system resin and dried is formed on the surface of the foundation thermal insulation material 2. The adhesive auxiliary layer 17 is firmly stuck to the foundation thermal insulation material 2 and cement is firmly stuck (bonded) to the adhesive auxiliary layer 17. Thus, the foundation thermal insulation material 2 can be prevented from being peeled off from a concrete foundation 1 and a mortar layer 7 can be prevented from being peeled off from the foundation thermal insulation material 2.
