A phenol resin foamed plate which: contains hydrocarbon and/or chlorinated aliphatic hydrocarbon; has a mean bubble diameter ranging between 5μm-200μm inclusive; has an area ratio of voids in relation to the cross-sectional area that is 5% or less; and has a density of 15kg/m³-26kg/m³ inclusive. If performing compression of this phenol resin foamed plate by a 10% displacement in a direction vertical to the thickness direction, the recovery rate 1 minute after the release of the compression is 96.0%-98.5% inclusive, and the rate of change of the recovery (C) is 0.030%/hr-0.060%/hr inclusive.
