<p>PURPOSE: A method for manufacturing stainless steel is provided to control a content of fluorine harmful to environment and human bodies using a new substance. CONSTITUTION: A method for manufacturing stainless steel is as follows: a step of refining the stainless steel in a refining furnace to remove carbon from the stainless steel (S1); a step of putting a deoxidizing agent into the stainless steel to remove oxygen (S2); and a step of adding aluminum-dross to the stainless steel to remove fluorine (S3). In order to remove the fluorine, calcium oxide is added. The aluminum-dross is composed of aluminum and SiO2-Al2O3-MgO based oxide.
