The service usage activity includes one or more prospective or successful communications over a wireless network. A determination is made whether the service usage activity has a background activity and at least an aspect of a policy is determined based on a user input or based on information from a network element. The policy is applied if the service usage activity is the background activity such the policy controls the service usage activity.
