602079 Disclosed is a sealing plate (2) for use with a railway fastening system apparatus. The apparatus which the sealing plate (2) is intended for use with has a rail clip anchoring device with a stem extending from a head thereof for retaining the anchoring device in a concrete sleeper when the anchoring device is in use. The plate (2) comprises locating means (27) for locating the plate (2) on the head of the anchoring device, whereby the plate (2) is positioned so as to extend over the underside of the head when the stem of the device is being set in a concrete sleeper, thereby to prevent ingress of concrete into the head of the device. The plate (2) is adapted so as to be retained on the surface of the sleeper thereafter and provide a flat bearing surface for receiving a component plate of the apparatus. The locating means comprise at least one tab (27) protruding from a major face (20) of the plate (2) for engaging with a corresponding feature on the anchoring device.
