SCALABLE LAYER DESCRIPTION FOR SCALABLE CODED VIDEO BITSTREAM

PURPOSE: A scalability information expressing method in scalable video coding is provided to express scalability information of various kinds of bit streams. CONSTITUTION: A picture containing an uppermost temporal layer is discarded to reduce the complexity, bit rate, and delay of a bit stream. All the specific temporal layers are discarded. The picture is discarded according to a priority value. A 3-bit temporal_id can express up to eight temporal layers. One or more bits for other elements are combined with the 3-bit temporal_id in order to express more temporal layers.
