PROBLEM TO BE SOLVED: To provide a technique for transmitting appropriate quantization parameters, by setting the transmitting unit of quantization parameters freely.SOLUTION: In a video decoder for decoding the predictive residual signal of a block into which each picture of a video is divided and the differential quantization parameters, a first coded bit string decoding unit 202 includes a first decoding unit and a second decoding unit. When a decoding block is subjected to inter-frame predictive coding, the first decoding unit decodes the differential quantization parameters, i.e., the difference between the quantization parameters and the predictive quantization parameters, if there is the predictive residual signal, otherwise does not decode the differential quantization parameters. When the decoding block is subjected to inter-frame predictive coding, the second decoding unit decodes the differential quantization parameters regardless of whether or not there is the predictive residual signal. |
