Described herein is a composition comprising a fluorinated polysulfinic acid or a salt thereof having the following formula (I): wherein X1, X2, and X3 are independently selected from H, F, CI, Br, I, CF3, and CH3 and wherein at least one of X1, X2, or X3 is H; R1 is a linking group; Z1 and Z2 are independently selected from Br, CI, I, F, CF3, and a perfluorinated alkyl group; M is a cation; p is 0 or 1; and n is at least 2. Also described is a method of making the partially fluorinated polysulfinic acid or salt thereof.
