PROBLEM TO BE SOLVED: To transmit an increased amount of information in data transmission by a liquid such as mud pulse.SOLUTION: A transmitter 100 which generates a pressure wave 420 for transmitting data to mud water 410 comprises: a cylindrical member 110; a plurality of valves 120 which are arranged inside of the cylindrical member 110 in the axial direction of the cylindrical member, and each of which is constituted of a stator 121 provided with a hole part for passing the mud water 410 and a rotor 122 overlaid on the stator 121, having a shield part for shielding the hole part of the stator 121 according to its rotation position, and rotatable; motors 130 for rotating the rotors 122 respectively; and a control unit 150 for controlling the motors so as to rotate and stop respective rotors 122 by frequencies different from each other according to transmitted data.
