PROBLEM TO BE SOLVED: To automatically detect whether a vehicle is located in an idle reduction region, and prevent engine remote start in the idle reduction region.SOLUTION: A terminal 40 to be operated by a user to input an engine start request can communicate with an in-vehicle apparatus 30 over a wireless communication network 50. When the engine start request is input in the terminal 40, a server 502 as a determining means determines whether the vehicle is located in the idle reduction region. When the vehicle is not located in the idle reduction region, the server 502 as a start permission command output means outputs a start permission command for a start related apparatus. When the vehicle is located in the idle reduction region, no start permission command is output. |
