PROBLEM TO BE SOLVED: To provide a technique that performs communication by switching radio channels of a plurality of communication carriers depending on communication states.SOLUTION: A user terminal performs communication by use of a radio channel of a communication carrier. A communication management system determines the communication states of a plurality of different radio channels, selects a radio channel of which the communication state meets a prescribed condition from the plurality of radio channels. If a radio channel different from a radio channel during communication is selected, the user terminal performs communication by switching to the selected radio channel, and the communication management system obtains the communication amount of the communication per communication carrier of the radio channels. |
