The apparatus (1) has an electrode (2) provided in a pin part. The pin part is grounded in a region of the electrode. Another electrode (3) is provided on a to-be treated surface independent of the pin part. The latter electrode is firmly connected with the pin part. The latter electrode is formed in a loop-shape in a presenting region and surrounds the pin part in a sleeve-shape. The latter electrode is projected wider than the former electrode and comprises an inner through hole. The pin part is made of soft plastic i.e. silicone plastic, in an end region.
