The device has an arm (1) bolted with a support (2) in order to rotate from a rest position (3) into an operational position. The support is mechanically connected with a pulling element (18) i.e. hook, which expands a safety belt during the rotation of the arm toward the operational position. Another arm (11) is bolted with the former arm and with another support (12), which is mechanically connected with a slider (13). The slider travels along a rectilinear path (A) such that the movement of slider causes the rotations of the arms relative to the respective supports. An independent claim is also included for a vehicle.
