PROBLEM TO BE SOLVED: To prevent deterioration in quality of a communication service caused by forced disconnection of an existent call when a predetermined period passes after the start of blockage processing.SOLUTION: A radio base station 1 transmits a pre-blockage start notification to radio base stations 2A-2F neighboring the radio base station 1. Further, the radio base station 1 reduces transmission power at a predetermined reduction rate when the start time of the pre-blockage comes. Each of the radio base stations 2A-2F receives the pre-blockage start notification and increases the transmission power when the start time of the pre-blockage comes. |
