PROBLEM TO BE SOLVED: To provide an electrolyte for a photoelectric conversion element, capable of achieving high photoelectric conversion efficiency, and to provide a photoelectric conversion element using the electrolyte and a dye-sensitized solar cell.SOLUTION: The electrolyte for a photoelectric conversion element contains an organic salt compound (A) having a tertiary or quaternary cation and an organized layered double hydroxide (B). The organized layered double hydroxide (B) is an organized layered double hydroxide organized by an ion exchange reaction between an inorganic anion existing between layers and an organic anion derived from a polymer compound. The polymer compound is a polymer which has a substituent containing an organic acid group and a substituent containing an onium salt in a side chain and has a number-average molecular weight of 500-20000.
