PROBLEM TO BE SOLVED: To prevent a battery from being overcharged by detecting an internal short circuit of a cell without measuring an individual voltage of each cell.SOLUTION: A charge control device includes: a battery control section for measuring a battery voltage of a battery comprising N cells of secondary batteries, and outputting an instruction on a charging voltage of the battery in accordance with the measured battery voltage; and a charging voltage regulation section for charging the battery with a regulated charging voltage of the battery in accordance with the instruction from the battery control section. If the measured battery voltage is lower than a first voltage value, the battery control section instructs the charging voltage regulation section to charge the battery with an ((N-1)/N) multiple of the charging voltage for a predetermined period, and on the lapse of the predetermined period, measures the battery voltage again and, if the measured battery voltage is lower than a second voltage value, gives an instruction that the charging voltage is the ((N-1/N) multiple. |
