The present invention relates to an apparatus and method for making pulp (including paper) into fine powder, which method includes: preparatory cutting step for cutting the supplied materials into fragments below a given size; and high speed airflow pounding step for pounding the fragments from the preparatory cutting step by impacting, shearing, and rubbing the fragments whirled at a high speed in a rising current of air. Here, the preparatory cutting step is performed by a preparatory cutting device, and the high speed airflow pounding step by high speed airflow pounding device. The present invention enables the pounding of pulp to consume less power and eliminate chemical processes, thus improving productivity to result in industrially mass production of degradable plastics.
