The present invention relates to a retractable writing implement having a drying-preventing device, and more particularly, to a retractable writing implement in which a pen core, used in writing implements such as highlighters, magic markers, felt-tip pens, and fine sign pens that use highly volatile ink, is contained in an airtight manner in the interior of the writing implement so as to prevent the evaporation of the ink and prevent the pen core from drying. The writing implement (10) of the present invention comprises: a drying-preventing device (30) arranged in the body of a pen housing (20), enabling a pen core (43) to be retracted/extended into/from the lower end of the writing implement (10) by means of the operation of a knob (19). The pen housing (20) has a pen core inlet/outlet hole (21) formed at the lowermost portion thereof, and a stopper protrusion (22) formed in an upper inner surface of the pen core inlet/outlet hole (21). The drying-preventing device (30) includes an ink holder (40) having a stepped pen core-fixing portion (41) arranged beneath the body of the pen housing (20), the pen core-fixing portion (41) having a stopper protrusion (42) formed at the lower portion thereof, and the pen core (43) being inserted and connected in lowermost portion the ink holder (40); a return spring (45) arranged beneath the ink holder (40) and fitted to the pen core-fixing portion (41); a fixing rubber (50), into the upper portion of which the pen core-fixing portion (41) of the ink holder (40) is inserted so as to support the lower end of the return spring (41), and both sides of the lower end of which have a stopper groove (51) for catching the stopper protrusion (22) of the pen housing (20), the stopper groove (51) having an intermediate portion, one side of which has a guide groove (52) including a stopper protrusion (52a) formed at one end thereof, the other side of the stopper groove (51) having a support protrusion (53); a tube (60) made from a soft, flexible material, the lower end of which is formed so as to have an inclined cross-section (61) and the upper inner surface of which has a stopper groove (62) into which the stopper protrusion (42) of the ink holder (40) is inserted; a rubber holder (70) into which the tube (60) is inserted such that the cross-section (61) of the tube (60) is exposed, the rubber holder (70) having, at the outer surface thereof, a guide protrusion (74) sliding along the guide groove (52) of the fixing rubber (50), the rubber holder (70) having a lid (71) including an insertion protrusion (73) and a fixing portion (72), the lid (71) being integrally connected from a lower portion of the rubber holder (70) so as to cover the cross-section (61) of the tube (60); and a link member (80) having, at one end thereof, an insertion hole (81) formed so as to enable the insertion protrusion (73) of the rubber holder (70) to be rotatably coupled thereto, the other end of the link member (80) having a support groove (82) to be fitted to the support protrusion (53) of the fixing rubber (50), the link member (80) pressing the lid (71).
