PROBLEM TO BE SOLVED: To provide a radio communication terminal, a radio communication base station and a radio communication system, reducing a risk of deteriorated communication quality when a radio communication terminal performs handover between radio communication base stations.SOLUTION: In the radio communication system, in response to an instruction from a base station 100 in connection, a terminal 200 performs predetermined measurement on another base station which is a target when the terminal 200 performs handover. Based on the result of the predetermined measurement, the base station 100 in connection determines the other base station 100 to which the terminal 200 hands over. When it is not possible to hand over to the determined base station 100, the base station 100 instructs the terminal 200 to perform predetermined measurement in regard to a base station 100 that forms a cell of a different type from a cell formed by the determined base station 100. |
