PROBLEM TO BE SOLVED: To provide a device and a method for controlling pinch roll speed capable of securing winding property to a winding machine as well as preventing fracture of a steel plate in a cutting process while moving.SOLUTION: For a predetermined period crossing a time of cutting a steel plate S with a flying shear 15, a pinch roll 14 before a shear is rotated and driven, and the steel plate S is clipped by the pinch roll 14 before a shear. In the predetermined period, a leading rate (a first leading rate α1) of the pinch roll before the shear of a period until the steel plate S is cut by the flying shear 15 is set to be a value smaller than a leading rate (a second leading rate α2) after the time of cutting the steel plate S by the flying shear 15. Here, the first leading rate α1 is a value to make a speed of the pinch roll before the shear a speed near steel plate speed. The second leading rate α2 is set to be a value for securing winding property of a steel plate edge after cutting to a winding machine. |
