PURPOSE: An entropy encoding/decoding method and a device using the same are provided to encode and decode transform coefficient information with less bits by using a new syntax element definition. CONSTITUTION: An entropy decoding part (210) determines whether a sub-block to be decoded is a last position transform coefficient sub-block based on information received from an inverse quantization part. The entropy decoding part decodes a group flag of the last position transform coefficient sub-block which includes information about the number of non-zero transform coefficients contained in the last position transform coefficient sub-block. A rearrangement part (215) performs rearrangement based on information decoded by the entropy decoding part.
