PURPOSE: A video encoding apparatus is provided to adopt a frequency transformation method for a chrominance signal and introduce a direction of the scanning of the chrominance signal according to an intra prediction mode for the chrominance signal. CONSTITUTION: A prediction mode specify unit (2410) specifies an intra prediction mode for a current block. A scanning unit (2420) performs scanning of the current block. The scanning unit determines a scanning type for a residual signal of a luminance signal and a chrominance signal of the current block based on the intra prediction mode for a luminance sample of the current block.
