In a radio communication system in which mobile terminals each having an interference suppressing function and mobile terminals each having no such function are coexistent and in which a large-power base station and a small-power base station cooperate with each other for an inter-cell interference control, the amount of resources available at the large-power base station can be appropriately controlled. A radio base station, which forms a first cell, is adapted to cooperate with a second radio base station, which forms, within the first cell, a second cell having a smaller area than the first cell, for the inter-cell interference control. The radio base station comprises a resource setting unit that sets, in accordance with a ratio of the number of mobile terminals capable of executing an interference suppressing combination to the total number of mobile terminals connected to either of the radio base station and the second radio base station, a ratio between a first resource for which the radio communication is to be executed and a second resource for which the radio communication is to be stopped. |
