PURPOSE: A heating and cooling radiant panel having a sheet and a spacer is provided to facilitate the formation of a fluid passage part and to reduce costs for manufacturing and raw materials. CONSTITUTION: A heating and cooling radiant panel having a sheet and a spacer comprises a base part (10) and a fluid passage part (20). The fluid passage part includes an upper sheet (21), a lower sheet (22), and a spacer. The upper and lower sheets are made of a flexible film material or a nonflexible plate material. The spacer is formed between both tip ends of the upper and lower sheets in the fluid passage part. A heating and cooling medium is filled in a passage part between the upper sheet, the lower sheet, and the spacer to flow through the passage part.
