PURPOSE: A method and device for extending a high-efficiency video coding (HEVC) network abstraction layer (NAL) unit syntax structure are provided to extend a previous NAL unit syntax structure in order to include future HEVC extension by using one of five reserved bits as a flag representing HEVC extension. CONSTITUTION: An acquisition module acquires video data (100). A programming module programs bits related to an NAL (102). An encoding module encodes video data which generates a bit stream containing a series of NAL units (104). The bits include a flag determining whether HEVC extension is to be utilized. If the bits are set, the HEVC extension is utilized.
