An observation detection part 153 detects the observation portion of a user in content on the basis of the user operation shown by the operation history information, and a content information acquisition part 154 acquires the content tag of the detected observation portion. A determination part 231 of a recommend device 2 determines relevancy between the content tag of the content of a recommendation candidate and the content tag of the observation portion notified from the reading terminal device 1, and a recommendation content selection part 232 selects recommendation content from among recommendation candidate content on the basis of the content tag determined to be relevant to the content tag. A transmission part 233 transmits information on the recommendation content to the reading terminal device 1.
