PROBLEM TO BE SOLVED: To provide a technology converting speech articulation with keeping phonic naturalness without increasing a feeling of phonic noise.SOLUTION: A speech articulation conversion device includes: a target periodic power ratio estimation unit receiving target speech articulation and estimating a target periodic power ratio that is a periodic power ratio corresponding to the target speech articulation; a periodic power converter converting the periodic power to be the target periodic power ratio using formant frequency; a second parameter converter estimating a spectral power and a nonperiodic indicator corresponding to the target periodic power ratio using the periodic power and a nonperiodic power after the conversion; and a voice synthesis unit synthesizing audio data after conversion using the spectral power, the nonperiodic indicator and a fundamental frequency.
