PROBLEM TO BE SOLVED: To solve the problem of increasing maintenance costs of a bicycle parking area or a car parking area.SOLUTION: A locking device, which communicates with a user terminal possessed by a user utilizing a movable body and is attached to the movable body to lock the movable body, includes: a locking part for locking the movable body; a locking control part for controlling the locking part; an unlocking code storage part for storing an unlocking code used for determining whether or not to unlock the locking part; and a first communication part for communicating with a user terminal communicably connected with a server which controls the states of a plurality of movable bodies. The locking control part receives the unlocking code from the user terminal via the first communication part, and compares the unlocking code received from the user terminal with the unlocking code stored in the unlocking code storage part to determine whether or not to unlock the locking part.
