PROBLEM TO BE SOLVED: To achieve reduction of location registration number of a mobile station when an access regulation is performed at regulation rate different from each of a CS domain and a PS domain.SOLUTION: A wireless network control station regulating communication of the mobile station includes: a regulation subject management unit that determines a first regulation rate for a circuit switching domain (CS domain) and a second regulation rate for a packet switching domain (PS domain), determines access classes whose number corresponding to the respective first and second regulation rate as the regulation subject, and produces access regulation information indicating the at least one access class to be regulated about the CS and PS domain; and a communication unit that transmits a control signal to a wireless base station in a manner so that the control signal containing the access regulation information is transmitted to the mobile station via the wireless base station. The regulation subject management unit determines the at least one access class to be regulated in a manner so that the number of regulated access classes with respect to both the CS domain and the PS domain is at a maximum.
