The present invention relates to the communications field. Disclosed are a key exchange method and device, and a network element. The method comprises: during key exchange, a network element adding time stamp information and/or signature information to a key exchange message to be sent. In the embodiment of the present invention, during key exchange between network elements, time stamp information and/or signature information are added to a key exchange message to be sent, so as to avoid key inconsistency during the key exchange, and prevent the network element from getting offline during the exchange, thereby ensuring communications stability.
