A method, apparatus, and system for performing handover between access points (APs) , wherein the source AP and the target AP use a same radio network controller identity, RNC-ID, and both of the source AP and the target AP are connected to a core network through an access gateway, AG, are disclosed. The method includes the following steps: receiving, by the target AP, a handover request sent from the source AP through the AG, wherein the handover request carries a PS context and/or a CS context of the UE; if it is determined, according to related resources and the PS context and/or the CS context of the UE, that handover conditions are met, reserving, by the target AP, resources, and establishing a transmission link and a radio link; sending, by the target AP, a handover request ACK to the AG; synchronizing, by the target AP, with the UE, after the UE receives a reconfiguration command from the source AP and begins to perform reconfiguration; and establishing uplink and downlink tunnels with the AG according to an instruction from the AG. |
