The present invention provides a method, terminal and network devices for changing the status of a packet switched domain. The method includes: receiving an instruction, for changing the status of a packet switched domain, sent from a first terminal, wherein the changing of the status of the packet switched domain includes activating the packet switched domain or modifying a parameter of the packet switched domain where a second terminal is currently located; and changing the status of the packet switched domain according to the instruction. With the technical solution according to embodiments of the present invention, the terminal can activate the PS domain passively to deploy PS domain based service.
