PURPOSE: A flange for an underwater concrete placing device and an underwater concrete placing method using the same are provided to prevent the separation of concrete caused by the remaining water of a tray pipe during the placement of concrete and to facilitate the placement of concrete without removing the flange. CONSTITUTION: A flange (300) for an underwater concrete placing device comprises a flat plate part (310), a rubber plate (320), and a support (330). The flat plate part is formed at a joint between a tremie pipe (200) and a hopper (100). The diameter of the flat plate part is smaller than the inner diameter of the tremie pipe. The rubber plate is formed on the outer circumference of the flat plate part. The rubber plate blocks a gap between the outer circumference of the flat plate part and the inner circumference of the tremie pipe. The support is formed on one center side of the flat plate part. The top of the support is formed with a fixing ring (331).
