PROBLEM TO BE SOLVED: To create a plan at high speed.SOLUTION: A technique disclosed in this application is, in one aspect, a plan creation method executed by a computer, and the computer selects requests satisfying a condition affecting adoption/rejection of a request from a plurality of input requests in preference to a request with low priority as priority of a request is higher.
